Dear Sirs.
Reference: Proposed motorsport facility including 5.318 x 15m circuit in Southern
Spain
I take the liberty of
writing to your company as you have invested in Formula 1. I was the winner of
the 1968 Autoport Competition to design a London Grand Prix Circuit which was
very nearly promoted in the 1980´s (link http://bit.ly/YyOvBo)
(a) The concept is unique in that it is proposed that
around the facility there would be 5 Pueblo Andaluz´s each of 100 units. (example images http://bit.ly/WknJcL). Included in
the price of these would be either a Caterham 7. Lotus Elise. Formula Ford 1600.
It is estimated that the profit on these could fund the cost of the circuit
facility.
(b) The location is ideal for winter testing and that the
circuit would be designed so that Formula 1 teams could test there.
(c) Adjacent to the preferred site there is and existing
industrial estate with many empty plots available for motorsport teams to
establish their bases there. For Formula 1 to take off in the USA we feel that
it is necessary to have at least one F1 team possibly two. The proposal for a
US team in 2010 recognized the need for a European base. They choose the
Navarra Circuit which in our considered opinion was too far to the North of
Spain. Ideally an F1 Team needs GP2 and GP3 Teams, but in the case of GP3 a
team has to be invited to enter the Championship. Alternatives could be Formula
Renault 2 or 3.5 and possibly the European Formula 3. Another alternative would be for a future
Russian F1 team . HRT was a Spanish F1 team and it would not surprise us if
another Spanish F1 were to appear within the next 5 years.
The
proposed facility could be used as a test facility for these. Also other Teams
might wish to set up their bases in the area and could use it.
(d) The owners of the properties (a) could have a monthly
4 day event to race their vehicles which could be televised and the facility
could also be available for company promotional events, a racing drivers school
etc.
(e) Other facilities could be a hotel and or motel and
Country Club similar to the project I worked on for March Engineering (c1989).
There is an adjacent landing grass strip for aircraft.
The preferred site is
adjacent to the Autovia A92 (Málaga/Granada). The owners have not been
approached until an investor is interested. They are also the owners of the
adjacent motorway service area. An informal consultation with a government body
has been made and the impression given is that they would favor the facility.
Further the mayor of of Antequera is interested in the idea and would like to
discuss it. We have not followed this avenue until there is funding.
I accept that the
current housing situation in Spain is a dampener but feel that if the right
real estate agency is appointed that market to motorsport enthusiasts the 500 units
can be sold. (depending of the local government this might be increased to
1,000 units (Similar to the adjacent golf course project). Allowing 20% of the
proposed sale price of 300.000 euros per unit this would produce 25.000.000 to
50.000.000 euros to cover the cost of the motor racing circuit..
If I personally had the
funds I would purchase US mREIT shares - the cash flow allowing the project to
be funded from the dividends – At some stage it is possible that the company
could be floated on a stock exchange. Once
completed the concept could be franchised to other countries.
On a social level it will bring employment to
the area, currently 30% unemployed in Andalucia. These jobs will be in the construction
industry and motorsport (new). Whilst we would go out to tender we would like
to include the British Company Costain PLC (COS.L) as they have experience in
Spain and investigation shows that the Dubai circuit used asphalt from the UK.
It was estimated that when the Nürburgring was built it brought 1,500 jobs to that area of
Germany
